To the long time observers in the region it is well known that China has long been supplying weapons to the guerillas operating in Myanmar since after WWII. There is a long history of China’s active involvement in Burma which started with Communist Party of Burma (wiki link provided). China trained the communist guerillas of Burma. Once Communist Party of Burma (CPB) collapsed into its ethnic factions, their relationship with Beijing continued. The largest private armed organization or faction that broke off from CPB is the United Wa State Army with a standing count of 30,000 soldiers, the world’s largest private army - as big or bigger than armed forces of some countries including Sweden, Belgium, Georgia, Portugal. Interestingly, the official currency and language in Wa State is the Yuan and Mandarin.
Recently in 2021, China has resuscitated Communist Party of Burma and its military wing People Liberation Army and they are active once again.

China also has been the main supplier of arms to Burmese military for decades. In the last 10 years under current Junta boss Min Aung Hlaing who was formerly the chief of staff of armed forces, Burmese military has complained of the reliability issues with Chinese weapons and have begun to seek alternative sources elsewhere - mainly Russia, but also India. They got their hands on both sides for political influence. China is selling arms to the rebels, and to Myanmar junta. They make money, gain political leverage. Heck in 2021 election they were caught providing huge amounts of funding to a political party which was caught and subsequently banned under the former civilian government.
My rough guess here: these centers are run in towns just across the border from China. Burmese military likely rounded up entire buildings of these scam centers at gun point and drove everyone in it by truck to the border. Law enforcement in dictatorship. This also happened over 2 month period, not just in one day.

It’s true it’s not black and white because a lot of the long-term insurgents are drug-runners. That said Arakan Army is not islamic. Those are ethnic Arakans who want more autonomy in their state, and sees the Rohingyas who are muslims as a political threat in their state. Islamic insurgency in Myanmar is not a sizable group, despite training they’ve received from islamic militia groups elsewhere in the world.

Thailand is one of the biggest sources of arms for drug warlords of the golden triangle, and for the Ethnic Armed Organizations resisting the military junta in Burma. This may have an unintended consequence of harming such efforts and pushing them to seek weapons elsewhere.

In international relations, militaries have defined and at times unspoken rules of engagement. This was NOT routine flight over mainland China that you are making out to be, but was a clear breach of said protocols. Thus Taiwan sent its fighter jets to observe the Chinese military aircraft.
This is quite rich for China to ask while constantly complaining about being victimized by Japan during WWII while not a peep has come out of them about the shaming they suffered during Opium wars when western nations effectively carved up China to spheres of influence. Not to mention the seizing of neighbor’s islands and territories through force while proclaiming it as theirs because an insane Chinese monarch once sent out a bunch of rickety boats into the seas centuries ago. I suggest Chinese tidy up their over-all diplomatic messaging and strategy first.
While they are not yet an official combatant they are supplying arms to the other guerillas as is China. I used the Wa State Army as evidence of Chinese relationship to the guerilla armies in Myanmar. It is also well documented and they flout their Chinese relationship internationally. China has an equally imbedded relationship with other guerilla armies.
